Ralbag is talking specifically about accepting money for performing a miracle. Kohanim and Leviim accept gifts for their roles as teachers and avodah facilitators. One could definitely raise a question there in its own right, but I don't think that question comes from charging for miracles. Unless I'm misunderstanding what you're asking.
